"USpersonnel Forms Oracle Venture." 1 March 2005

USpersonnel, a leading provider of Human Resource Outsourcing (HRO) solutions that helps organizations improve productivity and operational efficiency, announced today it has executed an agreement with Oracle to be the primary technology platform supporting the delivery of its emerging Human Resource Business Process Outsourcing (HR-BPO) services division. This partnership will enable USpersonnel to deliver incredible functionality with best practices to the mid-level market business sector (companies that employ 500 to 10,000 employees) by offering a full suite of diversified HR services that combine with the proven capabilities of Oracle. The result of this arrangement further provides a lower cost barrier for Oracle technology utilization while improving HR expertise and process under a Six Sigma measurement standard.

The next generation of HR-BPO is emerging as a priority for mid-level businesses searching for cost-effective methods to remain on the forefront of technology and to improve their HR knowledge. Effective January 1, 2005, USpersonnel appointed Retirement Plan Administrators (RPA) www.401krpa.com as the Third Party Administrator (TPA) for our very successful Lincoln Director 401k Plan. RPA has been assisting companies with the selection, design, installation, and administration of retirement plans since 1985.  Furthermore, RPA has a proven administration background with over $930 million under current administration through multiple employers nationwide. Other benefits of working with RPA will include participants’ reduced TPA-related fees for items such as distributions and loans. 401(k) Toolbox, the optional online investment service offered to current and future participants, has also announced a fee reduction.  With three different investment assistance options available, Toolbox has reduced the fee for the most popular “Manage It For Me” option.  As of January 1, 2005, the annual fee for this hands-on investment assistance option has been reduced from 1.5% to 1.25% (.31% quarterly) of the participant’s annual plan assets. This reduction is offered only for plans with a total asset value greater than $3M. USpersonnel is pleased to announce that the termination of the "black out" period originally scheduled for November 30, 2003, will now be effective November 26, 2003. This means that 401(k) Plan Participants will be able to process transactions and withdrawals earlier than planned. Participants can access 401(k) data by using the account information received in their Lincoln Welcome Kits, either online at https://LincolnLifeRFS.iscaccount.com/isc or by simply calling Lincoln Financial direct using the toll free number at 800-248-0838.

AS A REMINDER TO THOSE PARTICIPANTS WHO WERE ENROLLED IN BOTH THE HRC 401(K) AND USP PLANS:
Participants who were part of the HRC 401(k) Plan will have two separate accounts for a temporary period, as they currently do, until the transition to a multiple employer plan is finalized. This will mean that these participants will be receiving two separate Welcome Kits from Lincoln along with separate PIN numbers for account access. Separate statements will also be sent for each account. Once this transition is complete, we will notify participants of their accounts being combined into a single Lincoln Financial account.
